Fallout nv 2 perks per level

I dont like feeling overpowered like that, right now i am a level 7 in new vegas and it took me about 20 mins to kill 2 giant rad scorpions and a normal rad scorpion. For Fallout: New Vegas on the Xbox 360, a GameFAQs message board topic titled 'Level cap perk'.
